I would like to set down a few simple rules for the forums here:

1. Everyone must have fun.
2. Don't be an asshole.
3. Don't be a whiny little bitch.

Pretty much anything goes on the forum, as long as it is in line with those rules. Let's look at a few examples.

Spamming advertisements:
You are hindering the fun of other forum users, and being an asshole.
NO.

Personal attacks or deliberately inflammatory posts for the sake of inflammation:
You are hindering the fun of other forum users, and being an asshole.
NO.

Posting the wrong topic in the wrong place ("I got a new car" in "The Holders' Series," for example.)
You will be hindering the fun of other forum users who like being able to find the content they're looking for by visiting the appropriate forum.
NO.

Posting multiple times in a row because you cannot be bothered to edit your own posts:
You're being a (lazy) asshole.
NO.

Having an obscene, illegal, offensive, or low (graphical) quality avatar:
You may ruin others' fun by endangering the site with illegal content, you will cause the Sysop to not have fun as he has to deal with people upset at an offensive or obscene avatar, and you're being an asshole if you choose a heavily-compressed, improperly-resized avatar.
NO.

Get it? Good.

A note on avatar requirements:

Images for your avatar must meet all of the following requirements:
  1. 150 pixels or less in both height and width
  2. 300 kb filesize or less

The forum will not do this for you. Your avatar image must meet those requirements before you try to use it.

A further note on signaturers: It is unbecoming for your signature to routinely be larger than your actual post contents. Bear this in mind lest ye run afoul of #2.
